Political analysts have revealed the hidden motives behind Musk's award of the Order of Freedom

Political analyst and director of the Penta Center for Political Studies, Volodymyr Fesenko, suggested two scenarios regarding Zelenskyy’s motives.

The first scenario is that there is already a preliminary agreement between the parties, under which Musk agreed to use Starlink to strike border regions of the Russian Federation—from where Russian ballistic missiles are being fired at Ukraine—and the medal serves as a token of gratitude.

However, there is no confirmation of this, so Fesenko leans toward the other version. In his opinion, the more likely scenario is a “preemptive gesture”—a demonstration of a positive attitude toward the billionaire, gratitude, and high hopes.

At the same time, the head of political and legal programs at the NGO “Ukrainian Center for Social Development,” Ihor Reiterovych noted that the award is being given with an eye toward future negotiations and meetings with Musk, in order to once again raise the issue of granting permission to use Starlink against Russian ballistic missile systems.

He also did not rule out the possibility of a behind-the-scenes motive on the part of the Presidential Office regarding former Defense Minister Mykhailo Fedorov, who has established himself as someone with direct contact with Musk.

“There has been a lot of talk that Fedorov might meet with Musk during a potential visit to the U.S. Perhaps the Office wants to use this to secure the right to such communication for itself and demonstrate that all of this should take place on an official level, while Fedorov no longer represents Ukraine,” Reiterovich emphasized.

Political analyst Petro Oleshchuk is also convinced that the key motive is to maintain positive relations with the American businessman.

“He has quite specific views and a rather ambiguous position on Ukraine, but in any case, we depend on him, and this is very important to us. I think an additional goal is to help steer the recent negotiations with Musk in a positive direction,” he concluded.

As a reminder, Ukrainian President Volodymyr Zelenskyy stated that disagreements had arisen between him, U.S. President Donald Trump, and Elon Musk over agreements regarding the possible use of Starlink on Russian territory for the needs of Ukrainian defense.
