Main Intelligence Directorate reports an 80% drop in Russian exports, says Zelenskyy

President Volodymyr Zelenskyy provides an update on the report by the head of the Main Intelligence Directorate.

According to Ivashchenko, the decline in exports is causing significant losses for the Russian federal budget and regions that are already on the brink of bankruptcy.

Separately, the head of the Main Intelligence Directorate briefed the president on the situation with the Russian Black Sea Fleet.

Due to the Russian Navy’s inability to escort commercial and shadow vessels, Moscow is considering the possibility of militarizing them. Among the options is equipping civilian vessels with small arms, electronic warfare systems, and military personnel. The Ukrainian side is preparing appropriate responses to such actions by Russia.

According to intelligence reports, following a series of Ukrainian strikes on the “Kamensky Combine” facility in the Rostov region, Russia has lost a significant portion of its capacity to produce solid-fuel rocket engines.

In addition, Ukrainian intelligence has evidence that one of Russia’s largest oil refineries in Kstovo, Nizhny Novgorod Oblast—which processed approximately 17 million metric tons of oil annually—has ceased operations.

President Zelenskyy also announced updated data on Russia’s production of ballistic missiles and Moscow’s plans to scale up that production. He called on partners to intensify sanctions pressure on Russia and completely block the supply of components necessary for missile production.

As a reminder, Russia is requesting new ballistic missiles from North Korea. According to the Main Intelligence Directorate (GUR), Russia has already received 40 KN-23/24 missiles from North Korea and is negotiating a new package of military aid.
