In July, the occupying forces killed at least 437 civilians in Ukraine and wounded another 2,610 people. This is the highest monthly toll of civilian casualties since May 2022.
This was reported by Ukrainian Foreign Minister Andriy Sybiha, citing the latest report from the UN Human Rights Office.
Among the dead were 17 children, and another 166 children were injured. In terms of the number of children affected, July was the worst month since April 2022.
According to Sibiga, 38% of all civilian casualties in July were caused by strikes from long-range weapons. He emphasized that the international response to these attacks must include not only statements but also concrete actions—tightening sanctions against Russia, strengthening Ukraine’s air defense, and holding those responsible for the strikes accountable.
A record number of civilian deaths and injuries cannot be met with just another expression of concern. It must be followed by action. Sanctions that inflict pain, air defense that saves lives, pressure that changes Moscow’s calculations, and accountability from which Russia cannot escape

Estonian Foreign Minister Margus Tsahkna also responded to the released data. He noted that behind the statistics lie shattered families, lost futures, and lives cut short by Russia’s attacks.
These strikes against the civilian population must serve as the basis for effective international investigations, independent monitoring, and holding those responsible to account through appropriate mechanisms. Pressure on Russia must be stepped up until accountability becomes inevitable. Indifference is complicity.

As a reminder, since early July, Russian forces have destroyed more than 400,000 square meters of warehouse and logistics facilities belonging to Ukrainian companies. Logistics facilities belonging to Ukraine’s largest retailers and delivery operators—including Fozzy Group, Rozetka, “Epicenter,” and “Nova Poshta,” among others—have been targeted by Russian strikes.
