Due to its failures on the battlefield, Russia is attempting to spread terror throughout Ukraine by attacking civilians, the railway system, and infrastructure. The foreign minister called on allies to strengthen Ukraine’s air defense capabilities and deprive Moscow of the means to continue the war.
Foreign Minister Andriy Sibiga made this statement on social media platform X.
According to him, Moscow is systematically attacking civilians, railway facilities, and infrastructure that supports the country’s vital functions.
"Moscow is trying to expand the geographic scope of its terror. Unable to achieve its goals on the battlefield, Russia is trying to turn the entire territory of Ukraine into a battlefield and is resorting to systematic attacks on civilians, trains, and infrastructure that supports the country’s vital functions,” Sibiga said.
He noted that on September 12, Russian drones attacked railway facilities in Lutsk and Fastiv, as well as a passenger train. People were evacuated after the threat was detected in time.
In addition, Russian forces struck a public transportation stop in Zvyagel, Zhytomyr Oblast. At least two people were killed as a result of the attack.
Sybiga emphasized that to counter Russia’s strategy of terror, Ukraine needs additional air defense systems, interceptors, and modern means of countering drones.
Separately, the foreign minister called for countering Russian drone production, in particular by systematically targeting the production facilities, supply chains, and resources that support their operation.
“Moscow wants to expand the battlefield. Our response must be to limit Russia’s ability to wage war,” Sibiga stated.
Recall that Ukrainian Foreign Minister Andriy Sibiga stated that diplomatic contacts aimed at ending the war have not ceased, and with the resumption of active negotiations, a new dynamic is expected in peace efforts. According to him, diplomacy must play an increasingly important role in ending Russian aggression, and achieving this without U.S. involvement is unrealistic.
