The Russian State Duma called for the bombing of Ukrainian cities

Petr Tolstoy, Deputy Speaker of the Russian State Duma, appeared on the talk show “Time Will Tell” on Channel One and called for the bombing of Ukrainian cities, while warning residents one day in advance. The goal is to force Ukrainians to surrender and demoralize them to such an extent that they would “come out with their hands up to meet the Russian troops.”
This was reported by The Moscow Times.
As noted in the publication, this statement directly contradicts the position of the Russian Ministry of Defense, the Ministry of Foreign Affairs, the Kremlin, and Russian dictator Vladimir Putin himself regarding strikes exclusively against military targets. At the same time, it is entirely consistent with the rhetoric of other Russian politicians.
The article noted that previously, Lieutenant General (Ret.) Andrei Gurulov had demanded to “strike mercilessly,” Deputy Andrei Kolesnik had called for “constant strikes,” and Alexei Zhuravlev, leader of the “Rodina” party, proposed exterminating half of the Ukrainians as “Nazis.”
As a reminder, in June 2026, Ukraine recorded the highest total number of civilian casualties since April 2022: at least 293 people were killed and 1,990 were wounded as a result of Russia’s aggression.
