Ukraine May Purchase PAC-3 Missiles for the Patriot System Using EU Loan Funds, Says European Commissioner

The European Commission has finalized a decision to allocate €6.1 billion for air defense systems, missiles, ammunition, and radars as part of the €90-billion Ukraine Support Loan. This will allow Ukraine to allocate funds for American PAC-3 missiles for the Patriot systems.
This was stated by European Commissioner for Defense and Space Andrius Kubilius, according to “Suspilne.”
According to Kubilius, five exceptions to the standard rules on the origin of products that Ukraine can purchase with funds from the Ukraine Support Loan have been agreed upon.
Three of them concern Ukrainian-made drones and components whose cost exceeds the limits set by the program. The other two involve U.S.-manufactured equipment, including PAC-3 missiles for Patriot air defense systems—specifically those that can be procured under the PURL mechanism coordinated by NATO.

It is noted that EU member states reached an agreement on an exception for the procurement of Patriot components on September 8.

The European Commissioner stated that EU countries can transfer missiles from their stockpiles to Ukraine immediately and subsequently receive replacements from new deliveries scheduled for 2027.
He did not name the countries with which such an exchange might take place.
Following this decision, the full €28.3 billion allocated for 2026 to support Ukraine’s defense capabilities under the Ukraine Support Loan has been approved.
In total, up to €45 billion is available to Ukraine under the program in 2026: €28.3 billion for defense needs and another €16.7 billion for budgetary support.
It is known that the Ukraine Support Loan, with a total volume of up to €90 billion, is scheduled for 2026–2027. Of this amount, €60 billion is earmarked for defense support, and €30 billion for Ukraine’s budgetary needs.
As a reminder, Ukraine and Canada have signed a series of agreements in the fields of defense, energy, and veteran support totaling over $2 billion. Canada will provide Ukraine with missiles for the Patriot system and ammunition for the F-16.
