The State Border Guard Service of Ukraine has identified the country from which the largest number of citizens entered Ukraine between 2022 and 2026.
This is stated in the State Border Guard Service of Ukraine’s response to a request from “Shelter.”
In particular, according to border guards, between 2022 and 2026, Moldovan citizens accounted for the largest share of all foreigners arriving in Ukraine.

In 2022, there were 2,339,971 recorded instances of foreigners and stateless persons crossing the Ukrainian state border to enter Ukraine; in 2023, there were 2,456,474; 2,554,496 in 2024, 2,568,486 in 2025, and 1,116,892 in the first half of 2026.
