The State Border Guard Service of Ukraine has released data on trends in visits to Ukraine by citizens of the Russian Federation from 2022 to 2026—since the start of Russia’s full-scale invasion of Ukraine.

This is stated in the State Border Guard Service of Ukraine’s response to a request from “Shelter.”

Specifically, 53,131 Russian citizens entered Ukraine in 2022,

- 13,687 in 2023,

- in 2024 – 16,330,

- in 2025 – 16,434,

- in the first half of 2026 – 15,088.

At the same time, for 2022 as a whole, the State Border Guard Service of Ukraine recorded 2,339,971 instances of foreigners and stateless persons crossing the state border to enter Ukraine; in 2023—2,456,474; 2,554,496 in 2024, 2,568,486 in 2025, and 1,116,892 in the first half of 2026.

As a reminder, the State Border Guard Service of Ukraine named the country with the highest number of citizens entering Ukraine in 2022–2026.
