Government and Parliament decisions will bring Ukraine $30 billion in partner aid, Zelenskyy says

President Volodymyr Zelenskyy stated that Ukraine must adopt a series of government decisions and legislative bills in parliament that will enable the country to secure approximately $30 billion in support from international partners.

The president announced this on his Telegram channel.

The government must adopt 44 decisions by November

Zelenskyy emphasized that the beginning of fall is a crucial period for Ukraine to prepare for winter, ensure national defense, provide social benefits, and maintain the stable functioning of the state.

According to him, the first set of necessary decisions concerns the government. There are 44 decisions, the adoption of which will unlock access to approximately $15 billion in international aid.

The government must ensure these decisions are adopted by November 1. The president added that the prime minister and government officials are aware of their personal responsibility for carrying out this work.

Another $15 billion depends on Parliament

Lawmakers must also pass specific bills, on which the receipt of another $15 billion in aid from partners depends.

These decisions are necessary for Ukraine to ensure its defense, social benefits, and the normal functioning of the state amid the war.

Thus, according to Zelenskyy’s assessment, the fulfillment of the necessary commitments by the government and parliament could unlock a total of approximately $30 billion in international support for Ukraine.

As a reminder, Ukrainian President Volodymyr Zelenskyy enacted a National Security and Defense Council (NSDC) resolution regarding regional resilience plans. The document also specifies measures to prepare Kyiv for the 2026–2027 heating season.
