Acquisition of real estate in Kyiv worth ₴500 million: NABU and SAP reveal details of operation “Themis”

The NABU and the SAP have exposed a criminal organization operating under the leadership of a current and a former member of the Ukrainian Parliament, with the participation of high-ranking officials from the Office of the President. Among other things, the organization’s goal was to seize real estate in Kyiv worth 500 million hryvnia.

The organization’s activities were aimed at seizing high-value real estate and other assets through unauthorized interference in the Ministry of Justice’s information networks, as well as the forgery of court decisions and title documents.
In the fall of 2025, the participants carried out a hostile takeover of two companies with assets worth 248 million hryvnias. In May 2026, they attempted to seize real estate properties in Kyiv.
The goal of taking over one of the companies was to gain control of real estate in central Kyiv valued at over 500 million hryvnias

In June 2026, certain participants, in collusion with representatives of a state-owned bank, laundered 150 million hryvnias in cash obtained through criminal means. The funds were funneled into the legal economy through shell companies to pay bail for a defendant in the “Midas” case.
The organized group also planned an illegal deprivation of liberty and a kidnapping to gain control of the company.
According to the CPC, the scheme was created by Maksym Mykytas and Vadym Stolar in 2024, while Iryna Mudra influenced Deputy Minister of Justice Olena Ferens regarding the activities of the Ministry of Justice’s anti-raiding commission. According to investigators, in June 2026, Mykytas and Mudra collaborated with Mykola Hladyshchenko, Oleksiy Stupak, and Lyudmyla Snigur from “SENS Bank” for the purpose of money laundering.
As a reminder, a follow-up to the “Forest Gump” case: NABU and the Special Anti-Corruption Prosecutor’s Office (SAPO) uncovered a raider scheme involving members of parliament and officials from the Presidential Office. The investigation established that the co-organizers entered into a so-called “verbal agreement” to seize assets by forging property documents and court decisions.
