“Fair Draft”: A scheme to “remove” more than 1,100 conscripts from the registry was uncovered in Zakarpattia

During Operation “Honest Draft” in Zakarpattia, a large-scale scheme to illegally remove conscripts from military registration was uncovered.
This was reported by the State Bureau of Investigation’s press service.
It is noted that in Zakarpattia, former heads of a district military registration and enlistment office “removed” nearly an entire regiment of conscripts from the registry.
The former head of one of the district military registration and enlistment offices and his subordinate—the former head of the registration and enlistment department—were detained for large-scale violations of established rules. They were notified that they are suspected of organizing the illegal removal of conscripts from the registry on the grounds of health conditions

According to the investigation, between 2022 and 2024, officials at the Regional Military Registration and Enlistment Center, acting in collusion, entered false information into military registration and medical records. The involvement of certain members of the military medical commission in the scheme is also being investigated.
According to operational intelligence, this “service” cost conscripts between 8,000 and 20,000 U.S. dollars per person

Based on the forged documents, men were unlawfully deemed unfit for military service and removed from the military registry.
According to preliminary data, more than 1,100 personal files of citizens removed from military registration on health grounds were destroyed.
Some of the men have already been reinstated in the military registry and referred for a second medical examination by military medical commissions. Some of them were deemed fit for military service and mobilized

The SBI press service clarified that, as part of the criminal investigation, 17 searches were conducted at residences and in vehicles belonging to:
- the former head of the Regional Military Registration and Enlistment Office and the Special Forces;
- the former head of the registration and booking department;
- operators of the Regional Military Registration and Enlistment Center and the Special Forces;
- members of the military medical commission;
- citizens who may have illegally evaded mobilization.
The former head of the district Military Registration and Enlistment Office and his former subordinate have been notified of their status as suspects in the obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations during a state of emergency, committed by a group of individuals acting in concert — Part 2 of Article 28 and Part 1 of Article 114-1 of the Criminal Code of Ukraine.
The penalty under this article provides for up to 8 years of imprisonment.
As a reminder, the State Bureau of Investigations, in close cooperation with the General Staff of the Armed Forces of Ukraine, is conducting a large-scale nationwide special operation called “Honest Draft.” Mass searches are taking place at more than 100 military registration and enlistment offices throughout Ukraine.
