Ombudsman Dmytro Lubinets commented on the question of whether Ukraine is seeking an arrest warrant from the International Criminal Court for Vladimir Putin in connection with the killing of Ukrainian prisoners of war.

Lubinec provided the following comment to "Shelter."

In particular, he said that the Office of the Prosecutor General of Ukraine is actively working on collecting data on such crimes.

When asked why the ICC has not yet issued an arrest warrant for Putin for the murder of Ukrainian prisoners of war and whether Ukraine is working on this, the ombudsman noted that all war crimes committed by the Russian Federation are being documented.

“I know that the Office of the Prosecutor General of Ukraine is actively documenting war crimes committed both on the territory of Ukraine and on the territory of the Russian Federation, including those committed against Ukrainian prisoners of war.”

He also noted that he personally documents Russia’s use of torture against Ukrainian prisoners of war.

Our office has documented this—and I have personally—and we recently presented a special report titled “Made in Russia”: Russia is the world’s largest supplier of torture. We have documented 695 different types of torture that have been used by representatives of the Russian penal system against Ukrainian prisoners of war

As a reminder, on March 17, 2023, the ICC issued an arrest warrant for Vladimir Putin and Maria Lvova-Belova for the deportation of Ukrainian children. Later, the International Criminal Court upheld the decision to dismiss Prosecutor Karim Khan, who had previously secured an arrest warrant for Russian dictator Vladimir Putin.
