Only 43% of people are ready to evacuate, as they do not want to spend months proving their right to assistance – Lubinets

According to a new survey, only 5% of internally displaced persons have received housing compensation, even though 57% of IDPs lost their homes in the occupied territories or in the combat zone.
This was reported by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, based on the results of the “Survey on Protection Issues in Ukraine No. 3.”
The survey included more than 13,000 interviews with internally displaced persons (IDPs), returnees, and others affected by the war. It was conducted from April 2025 to April 2026.
The results revealed an alarming trend over the past year:
- 59% of respondents do not feel safe (+12% over the year);
- only 43% are prepared to evacuate (–11%);
- 15% of those who need to evacuate do not know where to turn;
- 57% of IDPs have lost their homes, but only 5% have received compensation;
- 41% report psychological problems.
Lubinec emphasized that what is needed is not simply a call for people in the occupied territories to leave, but a clear and organized route. A person who has lost their home should not have to spend months proving their right to assistance. The compensation mechanism needs to be reformed.
The study was conducted by the Office of the Ombudsman and UNHCR in collaboration with human rights organizations.
As a reminder, 85% of Ukrainians have lost family members or friends due to the war, according to a KMIS poll. At the same time, despite the full-scale war, 82% of Ukrainians believe it is important for Ukraine to remain a democratic country.
