Defence Intelligence of Ukraine: Russia Has Built a Secret Complex of Biological Laboratories in the Tver Region

The Main Intelligence Directorate of the Ukrainian Ministry of Defense has stated that a secret military complex of biological laboratories is operating in Russia’s Tver Oblast, where research is being conducted on dangerous viruses and other pathogens.
This was reported by the press service of the Defence Intelligence of Ukraine of the Ministry of Defense.
According to intelligence reports, the complex was built on the orders of the Russian leadership as a facility designed to “ensure Russia’s defense capability and security.”
It is claimed that starting in 2023, the waters around Lisy Island, where the complex is located, were declared a specially protected area of regional significance. Fishing, swimming, and boating have been banned there. The Main Intelligence Directorate emphasizes that any potential release of dangerous pathogens or chemicals into the reservoir could pose risks to the region’s population.
The closed facility has heightened security, and anti-aircraft missile units are reportedly providing air cover. Russian Defense Minister Andrei Belousov is allegedly responsible for the security measures.
The Main Intelligence Directorate also stated that military personnel involved in guarding the facility are reportedly concerned about possible contamination by unknown substances.
Ukrainian intelligence agencies also link the laboratory’s activities to outbreaks of animal diseases in Russia, particularly the foot-and-mouth disease outbreak among cattle in the spring of 2026.
As a reminder, Ukrainian intelligence has not detected any signs that Russia is ready for peace. Despite Ukrainian President Volodymyr Zelenskyy’s proposals to Russian dictator Vladimir Putin regarding a ceasefire, an end to attacks on energy infrastructure, a freeze on hostilities along the front lines, and a willingness to hold a face-to-face meeting and negotiations, the Kremlin remains steadfast in its position.
