Russian Foreign Ministry spokeswoman Maria Zakharova stated that Moscow sees no point in returning to the 2022–2023 version of the “Black Sea Initiative” and suspending hostilities in the Black Sea. Sergey Lavrov also commented on Turkey’s proposal.

According to Zakharova, Russia has not received a formal request from Turkey through official channels. However, she confirmed that Turkish Foreign Minister Hakan Fidan told the media that he had sent proposals to the Russian and Ukrainian sides regarding a moratorium on military operations in the Black Sea.
If we are talking about a unilateral scheme similar to the one from 2022–2023, better known as the “Black Sea Initiative,” under which Moscow suspended hostilities in the Black Sea… then returning to this option is not advisable. In an interview, Russian Foreign Minister Sergey Lavrov accused Turkey and the United States of failing to publicly respond to Ukrainian attacks in the Black Sea.

Lavrov claims that, behind the scenes, Turkey and U.S. Vice President J.D. Vance allegedly sent signals to Ukraine regarding the Caspian Pipeline Consortium, but Russia has seen no results.
As a reminder, Ukraine, through an intermediary, conveyed a proposal to Russia to temporarily halt attacks on civilian targets and shipping in the Black Sea. Kyiv is currently awaiting Moscow’s response.
Turkey has also declared its readiness to serve as a venue for peace talks between Ukraine and Russia. Officials in Ankara emphasize that they advocate for ending the war through diplomatic means and in accordance with international law. Turkish Foreign Minister Hakan Fidan made this statement during a visit to Canada.
