Zelenskyy Outlined the Timeline for Developing Ukraine's Ballistic and Anti-Ballistic Systems

Ukraine expects to achieve the necessary results in developing its own ballistic missile capabilities and a new anti-ballistic missile system as early as 2026–2027.
President Volodymyr Zelenskyy announced this following a meeting on the development of Ukraine’s ballistic capabilities and the implementation of the FREYJA anti-ballistic program.
According to the head of state, the meeting was attended by representatives of the National Security and Defense Council, the Cabinet of Ministers, the Ministry of Defense, the Foreign Intelligence Service, the Air Force Command of the Armed Forces of Ukraine, the Brave1 team, and Ukrainian defense manufacturers.
During the meeting, participants discussed the program’s progress, established a timeline for key milestones, and identified those responsible for areas requiring acceleration.
Developing its own ballistics and creating a new anti-ballistic system is a task that only a very small number of countries in the world have managed to accomplish. Ukraine has this capability. Ukrainians have the necessary scientific foundation and expertise. We can confirm that our weapons manufacturers have already reached the required level. We expect that by 2026–2027, Ukraine will achieve the desired results

The President also noted that during the meeting, they separately addressed issues related to securing critically important components, localizing production, and developing technological cooperation with international partners.
In addition, cooperation with allies regarding PAC-2 and PAC-3 missiles was discussed. Zelenskyy noted that he expects results from the Ministry of Foreign Affairs and the Ministry of Defense in negotiations with partners, and also emphasized the importance of expanding the Anti-Ballistic Missile Coalition.
As a reminder, Denis Shtilerman, co-founder and chief designer of the Ukrainian company Fire Point, stated that in the fall of 2026, Ukraine plans to begin flight tests of its own ballistic missile, including against targets on Russian territory.
In addition, President Volodymyr Zelenskyy stated that Ukraine will receive three times fewer anti-ballistic missiles this year than in previous years. Zelenskyy cited the situation in the Middle East and possible political pressure as the reasons for the reduction in anti-ballistic air defense deliveries. According to him, partners would like Ukraine to be more accommodating, which is why we are currently facing a shortage of missiles.
