The Ukrainian Ministry of Internal Affairs currently has only three “Phantom” patrol cars, which will be used for covert speed enforcement on the roads.
Hromadske reported this, citing comments by Ivan Vyhovsky.
According to the Minister of Internal Affairs, the vehicles are planned to be deployed primarily on roads in Kyiv and the Kyiv region.
For now, there will be three. But by the end of the year, if we find the company that manufactured them, we’ll purchase more. Three is just the beginning

At the same time, the Ministry of Internal Affairs plans to comprehensively strengthen enforcement of traffic rules. In particular, a bill has been submitted to the Verkhovna Rada that provides for stricter penalties for habitual traffic offenders.
Vygivskyi noted that they had expected the bill to be considered during the previous plenary week, but due to air raid alerts, it was not addressed.
According to the minister, increasing penalties alone will not solve the problem. Among other areas of focus, he cited driver behavior, fines, road conditions, and traffic infrastructure.
As a reminder, the Ministry of Internal Affairs plans to return “Phantom” patrol cars to the roads, which will discreetly record speeding violations without drivers noticing. Additionally, dozens of new automatic enforcement cameras are set to begin operating in Ukraine.
