An SBU employee is suspected of arranging illegal exemptions from mobilization

According to the investigation, the man, along with an accomplice and the director of a company designated as “critically important,” organized fictitious employment for individuals subject to military conscription. Afterward, they were issued pay stubs, even though they did not actually work at the company. These employees were required to return the accrued wages to the participants in the scheme.

For the illegal employment registrations, the suspects received money in cash and cryptocurrency. Law enforcement officials documented several such incidents. The total amount of illicit gains, according to the investigation, is nearly 1 million UAH.

In addition, an SBU employee is suspected of laundering over 18.4 million UAH. These funds were used to purchase and register real estate, a plot of land, and a car, and part of the money was deposited into a bank account.

The suspects’ actions were classified under Part 3 of Article 368, Part 3 of Article 27, Part 2 of Article 28, Part 1 of Article 114-1, and Part 2 of Article 209 of the Criminal Code of Ukraine.

The accomplice was also notified of his status as a suspect in the illegal acquisition and use of special technical devices for covertly obtaining information. According to investigators, he was involved in installing such devices in the apartment of the head of one of the NABU detective units investigating corruption in the defense sector. The devices were discovered in late 2025.

As a reminder, the European Commission is preparing the most significant changes since 2022 to the directive on temporary protection for refugees from Ukraine. The updated rules will require Ukrainians to provide proof of exemption from military mobilization.
