New rules for emergencies have taken effect in Kyiv: what you need to know

CURFEW AND GROUND TRANSPORTATION

Starting September 10, nighttime restrictions in the capital will follow a new schedule: from 1:00 a.m. to 5:00 a.m.

Thanks to the curfew being shortened by 60 minutes, public transportation hours have also been extended by one hour. At the same time, the operating hours for restaurants, shopping and entertainment centers, and recreational facilities remain unchanged.

Ground transportation will operate during curfew hours to residential areas of the capital. The approximate service interval will be 60 minutes.

Routes:

• No. 131-N – via the “Darnitsa” metro station;
• No. 132-N – via the “Minska” metro station;
• No. 133-N – via Toulouse Street;
• No. 134-N – via Pavlo Tychyna Avenue.

Passengers may board and alight upon request.

METRO OPERATIONS

Subway service during air raid alerts now depends on the declared threat level:

“Green” Line (Syretsko-Pecherska): At the “yellow” alert level, trains run without restrictions across the South Bridge. If a “red” alert level is declared, trains will run only on two separate sections: between the “Syrets” and “Vydubychi” stations, and between the “Slavutych” and “Chervonyi Khutir” stations.

"Red" line (Svyatoshynsko-Brovarska): During an emergency, it operates exclusively underground—from "Akademmistechko" to "Arsenalna." To connect the two sides of the city, backup bus No. 1M continues to operate on the route from “Palats Sportu” to “Lisova.”

At the same time, the operating mode of stations as shelters remains unchanged.

BRIDGE TRAFFIC DURING AIR RAID ALERTS

The following traffic regulations have been established for cars and ground transportation during danger alerts:

Traffic will be allowed in both directions on the Podil Bridge.

During yellow and red alert levels, buses Nos. 110, 111, and 112 will run across the Podilsky Bridge without restrictions after the necessary work is completed and in accordance with the approved traffic management plan.

Traffic will be permitted from the right bank to the left bank on the Pivdenny Bridge. However, a 30-minute temporary closure is scheduled both at the start and after the end of an air raid alert.

Buses Nos. 22 and 91 will operate across the South Bridge according to previously modified routes—as Nos. 22-D, 22-T, 91-D, and 91-T.

Other crossings—the Paton, Metro, Northern, and Darnytskyi bridges—are operating as usual.

RESTRICTIONS ON PUBLIC EVENTS

Due to the deteriorating security situation, a temporary ban on holding any outdoor entertainment or sporting events, as well as events in venues without shelters, has been in effect in Kyiv since September 10.

Shopping centers, cafes, and service establishments may continue to operate under a “yellow” threat level provided they strictly adhere to government safety protocols and ensure unimpeded access to shelters for staff and visitors.

Additionally, administrative service centers and social service agencies will operate as usual under the “yellow” threat level.

Educational and medical institutions will continue to operate according to previously approved rules.

As a reminder, new decisions regarding curfews, gas stations, and shelters have been adopted in the Kyiv region. In addition, the government has adopted a series of decisions aimed at adapting the operations of government agencies, businesses, and infrastructure to the new tactics of Russian airstrikes. Among other things, local authorities are advised to adjust the duration of the curfew.
