Kyiv to halt traffic for one minute every day at 9 a.m. to honor fallen Ukrainians

This information comes from the Kyiv City State Administration.

In the first phase, the measure will be implemented in the city center, and will later be expanded to other districts.

During the minute of silence, vehicles will be stopped for 60 seconds at designated locations. Where technical infrastructure allows, traffic lights will be switched to “red for all” mode.

This applies to the following streets and squares:

• European Square;
• Khreshchatyk St.;
• Basseinu Street;
• Bessarabsky Passage;
• Velyka Vasylkivska Street;
• Ukrainian Heroes Square;
• Yevhen Chykalenko Street;
• Taras Shevchenko Boulevard;
• Volodymyrska Street;
• Prorizna Street.

How the Mechanism Will Work

Transportation experts have analyzed various options for organizing traffic stops and conducted the necessary simulations. The system is designed to ensure a controlled and safe halt to traffic without significantly disrupting its subsequent flow.

During the traffic halt, the city’s public address system will broadcast a voice announcement and a countdown to the end of the minute of silence.

Important: The decision provides for an exception in the event of a security threat. If an “air raid alert” signal is active or announced, traffic will not be halted for 60 seconds at 9:00 a.m.

When the new procedure takes effect

Public and private ground public transportation operators must be informed of the new procedure.

The exact date when traffic in Kyiv will be halted during the nationwide minute of silence will be announced separately.

As a reminder, Kyiv will implement two levels of air threat: yellow and red. President Volodymyr Zelenskyy announced the preparation of new response measures to air raid alerts in Kyiv in response to changes in Russian strike tactics.
