Arsen Zhumadilov, Director General of the Defense Procurement Agency, submitted his resignation, effective September 1.

ZN.UA reports this, citing its own sources.

Artem Romanyukov, head of the Ministry of Defense’s Department of Digitalization, may become the acting chairman of the State Agency for Defense. The publication calls him “a close associate of former Defense Minister Mykhailo Fedorov.”

Zhumadilov was appointed to the position by former Defense Minister Rustem Umerov in March 2025. Prior to that, he headed “Medical Procurements of Ukraine” and the State Logistics Operator.

While serving as head of the AOZ, Zhumadilov dismissed his deputy—former NABU Director Artem Sytnik—and dismantled the system that prevented weapons purchases from bypassing the agency. The Anti-Corruption Action Center criticized this decision at the time.

As a reminder, Yuriy Gudymenko, head of the Public Anti-Corruption Council under the Ministry of Defense of Ukraine, explained what was wrong with the appointment of Rustem Umerov as head of the Foreign Intelligence Service of Ukraine.
