Yellow and red levels: Zelenskyy announces new rules for responding to Russian attacks

The president announced this on his Telegram channel.

According to the President, Ukrainian Prime Minister Serhiy Koretsky reported on the preparation of relevant measures. Their goal is to provide people and businesses with greater predictability and a clear understanding of how to act depending on the threat level.

Two levels of air threat will be introduced:

• a yellow alert will be declared in the event of a drone attack,
• a red alert will be declared in the event of a missile threat, including the threat of ballistic attacks, as well as during massive strikes.

The General Staff, the Ukrainian Air Force, the government, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service will determine the criteria for declaring the respective level on a weekly basis.

Air raid siren signals will also be changed depending on the threat level. The practice of sounding the siren a second time to signal the all-clear has already been abolished—currently, it is activated only when an alert is declared.

Separately, there are plans to introduce clearer geographic differentiation of alerts so that they are declared only in areas where there is an objective threat.

What you need to know:

• During a yellow alert, some institutions and businesses will be able to operate;
• regulations regarding the placement of shelters will be updated (this applies, in particular, to mobile and modular shelters);
• additional support measures are planned for businesses;
• In Kyiv, public transportation operations will be adjusted during alerts (the green metro line will operate fully);
• Kyiv is set to significantly increase the number of ground transportation options;
• The curfew hours in Kyiv will be shortened.
• Additional financial support for medical facilities is planned.

The rules for schools and kindergartens remain unchanged

The rules governing the education sector—specifically schools and kindergartens—remain unchanged.

Zelenskyy emphasized that the educational process must be organized in the best interests of children and parents.

As a reminder, Prime Minister Serhiy Koretskyy previously announced that Kyiv is developing a new plan for the operation of institutions and businesses during Russian attacks so that the city can continue to function even during prolonged strikes.
